This accessibility statement applies to the Care Inspectorate website.
We are committed to making our website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
How accessible this website is
The Care Inspectorate website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard due to a number of known accessibility issues with our PDFs and within the content management system, as described below.
This statement was last reviewed on 11th May 2026. An independent audit was carried out by User Vision in April 2026 and identified issues on the public website have been resolved.

Technical information about this website’s accessibility

We are continually improving the accessibility of our services as part of our ongoing design, development and testing process.
The website includes a range of accessibility features, including:

We have addressed the front-end accessibility issues identified during the audit. The remaining known issues relate to document downloads and the internal content management system used by staff to manage website content.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations (PDFs)
PDFs and Word documents: Some of our PDF documents are not accessible. These PDFs do not meet WCAG 2.2 AA standards because they lack proper tagging and structure, and may not be usable with screen readers. This content was produced using document‑generation processes and legacy systems that did not create accessible PDFs. We are working to replace our legacy systems and prioritise accessible versions, including HTML, reviewing our publication processes, and we can provide alternative accessible formats on request by contacting enquiries@careinspectorate.com or calling 0345 600 9527.
Internal content management system: The following issues have been identified within the internal content management system used by staff to create and manage content. They relate to the authoring interface and do not affect the accessibility of the public-facing Care Inspectorate website.
Some buttons and controls are not clearly described for screen reader users.
Some controls do not provide enough information when read aloud.
Some menus and buttons do not indicate whether they are expanded or selected.
Some dropdown menus are not fully accessible using a keyboard.
Some drag-and-drop features do not have keyboard alternatives.
Some error messages are not correctly associated with form fields.
Some search and navigation areas are difficult to use at high zoom levels (up to 400%).
Some elements do not meet colour contrast requirements.
Some tabs and expandable components are not clearly communicated to assistive technologies.
Some tooltips are not available to screen reader users.
Some interactive elements do not follow a logical keyboard focus order
Disproportionate burden
We have not identified any accessibility issues that would be considered a disproportionate burden to fix.
Content not within scope
Older documents (published before 23 September 2018), unless essential: The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 unless they are essential.
Third-party content not funded or controlled by the Care Inspectorate: Some content on our website includes third-party content which we have no control. The accessibility regulations do not require us to manage these kinds of content, but if you have a problem with any of the content hosted on this website, please contact us.
What we’re doing to improve accessibility
We are committed to improving accessibility across our website. Development of issues related to the CMS platform are being addressed as part of ongoing improvements, and we are prioritising accessible HTML versions of our documents.
