National Preventive Mechanism
We are a member of the National Preventive Mechanism (NPM), a UK‑wide group of organisations that monitor the treatment and conditions of people who are deprived of their liberty.
The NPM was established under the Optional Protocol to the UN Convention against Torture (OPCAT), an international human rights treaty. Its purpose is to prevent torture and other cruel, inhuman or degrading treatment through regular, independent monitoring of places of detention.
NPM members have important powers, including the ability to inspect places of detention, access information, speak privately with detainees, and make recommendations to improve practice. These visits help safeguard vulnerable people in settings that are often out of public view.
The Care Inspectorate uses these powers in relation to secure care for children and works closely with partner inspectorates in Scotland. We also contribute to joint NPM guidance and thematic work, including on issues such as isolation in detention.
The UK’s NPM was formally designated in 2009 and is made up of 21 organisations. It is coordinated by HM Inspectorate of Prisons, with members working together across the UK while retaining their individual roles and responsibilities.
In Scotland, the Care Inspectorate works alongside other NPM members to coordinate activity, raise awareness of detention monitoring, and engage with the Scottish Government.
The Scottish sub-group coordinates NPM activities in Scotland, provides support to NPM members, raises the profile of the work of the NPM and improves liaison with the Scottish Government. It is chaired by the Scottish member of the Steering Group, currently the Mental Welfare Commission for Scotland.
